dc.description.abstractThe purpose of this study was to evaluate the effectiveness of Performance Management System (PMS) processes at Mangaung Metropolitan Municipality which will be benchmarked against the best practices of the South African Board for People Practices (SABPP) model. The aim of this study will be to evaluate the effectiveness of the PM system processes and provide recommendations were deficiencies existed based on the model and the literature review on performance management system. The essential for this study was considered pertinent and essential as municipalities today have become under scrutiny for service delivery as per their constitutional obligations. Central to the constitutional mandate, amid other things, the Municipal Systems Act 32 of 2000 (SA, 2000) requires municipalities to establish a Performance Management System that will play a fundamental role in promoting a culture of Performance Management. It is through Performance Management that priorities, objectives and targets are set, as contained in the Integrated Development Plan, are realized and measured. Along with the implementation of lDPs, the Municipal Structures Act (117 of 1998) also mandates the application of performance management systems within the structures of the municipality. It was found during the literature review that the processes of PMS needs to be introduced as a culture in order for it to be optimally used as a tool that will yield the results to the benefit of the benefit of both the institution and its employees. Performance management is surrounded by various legislative acts and policy documents that state and mandates the use of these processes as well as the literature. Along with this are various guidelines that have been formulated to assist municipalities to successfully implement the performance management system.en_ZA
