The key question of the study is: “To what extent does the Xhariep district municipality policy implementation process promote good governance?” To answer this question, this research project focuses on the public participation, transparency and responsiveness of the municipality, and how these contribute to an effective policy implementation process. This is important because one of the mandates of local government in the post-apartheid era in South Africa is to promote local democracy through the participation of communities. The empirical findings of this research project reveal that Ward Committees are confronted with a multitude of challenges where their functioning tends to be compromised.
